Government of Pakistan Ministry of Women Development Women Development Division ====================== Achievements of NCRDP ====================== In the wake of the international Year of the Disabled, 1981, and as a follow up of various conferences and seminars held in Pakistan, an Ordinance titled Disabled Persons (Employment and Rehabilitation) Ordinance, 1981 was promulgated and National Council for the Rehabilitation of Disabled Persons (NCRDP) was established in 1982. The Ordinance provides 1% employment quota (now 2%) for the disabled in public and private sector establishments employing more than 100 persons. National and Provincial Councils for Rehabilitation of Disabled Person were established to formulate policy, coordinate execution and to have overall responsibility of achievements of the purposes of the Ordinance. NCRDP makes policy for the Rehabilitation of Disabled Persons in the country while Provincial Councils for the Rehabilitation of Disabled Persons (PCRDP) are responsible for execution of the policy of NCRDP in their respective provinces, whereas the NCRDP is responsible for execution of its policy in respect of Islamabad Capital Territory (ICT). Federally Administered Tribal Area (FATA) and Federally Administered Northern Areas (FANA). NCRDP has constituted Assessment Boards at National Institute for Handicapped Islamabad and five districts of Northern Areas in Addition to one Board in FATA. Similarly Provincial Council for the Rehabilitation of Disabled Persons (PCRDPs) have constituted such assessment Boards at district level in their respective Provinces. In the light of decision of 15th meeting. NCRDP has first time launched its camp office in the five district of Northern Areas to assess the disabled and more than 2000 disabled persons were assessed. In concrete terms NCRDP has provided the following services to disabled persons so far: - Employment provided for disabled in public sector ( 7182) - Employment provided for disabled in private sector (10457) - Vocational Training Provided ( 6437) - Counselling / Guidance / Briefing services were provided (21395) - Field / home visit were made ( 236) - Financial Assistance were provided for self-employment ( 1126) - Supporting Aid were provided ( 1197) Total: (48030) Remittances Collected: ====================== Section 10 of the ordinance reserve 1 % (now 2%) disabled person quota for employment in both public and private sector establishments. In case any establishment do not employ disabled person against the quota of their posts, the establishment concerned make remittances of Rs. 2000/- per month in each case to Disabled Persons Rehabilitation Fund (DPR Fund) under section 17 of the ordinance. Rs. 2,20,85,800/- only were collected by the National Council for the Rehabilitation of Disabled Persons (NCRDP) from public and private sector establishments in lieu of non employment since its inception. As per ECNIC formula budget were allocated to National Council for the Rehabilitation of Disabled Persons (NCRDP) and four Provincial Councils for the Rehabilitation of Disabled Persons (PCRDPs). Issuance of Special Cards: ========================== Cabinet has decided very kindly for issuance of Special Cards to disabled persons entitling them to avail facilities in its meeting held on 5th April, 2000. NCRDP has communicated the decisions to four PCRDPs, SAFRAN and NADRA. A meeting of Executive Committee of NCRDP was held on one point agenda i.e. issuance of Special Cards. Which were circulated amongst members including NADRA. NCRDP has responded NADRA s queries regarding modalities for issuance of Special Cards, Data Base form and design of cards. Recently a meeting was held on 9th June, 2001 in the office of Project Officer, NADRA regarding issuance of Special Cards to disabled persons to avail concessional facilities in air fare and Railway etc and other certain facilities approved by the Cabinet. In this meeting National Data Base and Registration Authority (NADRA) has asked to provided informations to be printed on the back side of cards so that the card holder could avail facility. The following are to be printed on the card in short form and the same has been conveyed to NADRA on 20th June, 2001:- - Free medical treatment in Government Hospitals - Free supporting aids, i.e. wheel chair, tri cycle, hearing aid etc. - Free education except professional education i.e. Engineering and Medical. - Allocation of 2% seats in all professional & technical institutions (yellow & blue card holders) (except Engineering and Medicine). - Fare concession in PIA & Railway. Task Force on Disability: ========================= A Task Force has been constituted to review the Amendment in the Disabled Persons (Employment & Rehabilitation) Ordinance, 1981, and to formulate National Policy for Disabled. First meeting of the Task Force was held on 22nd May, 2001 in the Minister Office and unanimously Mr. Justice (R) Aamir Raza Khan was elected as its chairman. Modalities for the Task Force were finalized. Second meeting of the Task Force was scheduled to be held on 13th July, 2001 but the same could not be held due to non availability of the Chairman and an other member from Lahore because the aircraft could not landed at Islamabad airport due to heavy rain so with the permission of the Chairman, the meeting was converted into an informal meeting of Islamabad group under the chairmanship of Mr. Tariq Mustafa, a member. Third meeting was held on 21st July in Islamabad under the chairmanship of Justice (R) Aamar Raza Khan and finalized the Amendments of the said Ordinance. Progress made so far: ===================== Draft National Policy for the Disabled has been prepared by Dr. Salma Maqbool, a member of the Task Force and the same has been circulated amongst the members for their comments / perusal A comprehensive list of related documents have been prepared and most of them are now available. Nation wide data regarding disabled population have been prepared with the consultation of National Census Organization.As desired by the Task Force list of Disabled Institutions run by Provincial Governments and the NGOs have been received from Singh, Punjab & N.W.F.P Governments.
